Possibly true. In my eyes, it's still censorship, just with harsh consequences [jail time]. Similar situation in Ireland up until recently. Well still in effect today.
Ireland has a "censorship" department whose job it is, is to dictate what movies we can and can't watch.
Apart of their remit of age classifying certain films [Universal, Parental Guidance Sdvised, 12, 15, 18, etc] they also BAN some films. Most notable, "A clockwork Orange" and "Reservoir Dogs". It's only recently [past 10 or so] that it is legal to rent or sell these movies now.
The department is actually called "The Irish Film Classification Board" but even they call themselves censors sometimes.
I see it as the same thing. Restriction of information or ANYTHING is censorship. In my opinion SOME censorship is fine like how to make a nuclear bomb or how to kill someone by just thinking it

but where do you draw the line ad what's best for the country or blatant ignorance of the situation?
Shit only recently, it was passed in European Parliament that ISP's now have the right to block whatever the fook they want. MOST Irish European ministers voted for it. Only ONE voted against it. Ultimately the bill passed.
The end result, ISP's can legally block ANY internet application or protocol they want.
P2P - Fook it, it's gone if the ISP wants
If an ISP creates it's own Video streaming service, it may block Youtube etc.
If an ISP has it's own VoIP service, it may block other VoIP providers [I don't classify SKYPE as VoIP but most do.] Actually SKYPE is P2P so if they do away with P2P, bang goes SKYPE and actually many online games and legal distribution.
I THINK Irish authorities can now ask ISP's to monitor individual users to see if they are using their connection illegally WITHOUT a court warrant.
It's MIND BOGGLING the incompetence of our elected officials. Restricting our rights in an ignorant, blinkered view of tight and wrong but not even knowing what IS right or wrong, regardless of the consequences.
